“It starts in sparsely populated areas of poor locals, not people normally flying around the country. Maybe they’re all just that damn stupid but makes you wonder.”

It should not make you wonder. Many epidemics start that way. Bubonic Plague knocked around the Mid-East/Africa for centuries until weather conditions made its spread more possible or it mutated slightly.

There is no need for a conspiracy for this to happen.

Weather had very little or next to nothing to do with the spread of Bubonic Plague in the 11th through 16th centuries.
It was carried from Northern China to the Arabian Peninsula through trade routes and Mongol expansion during their wars of conquest. From the Arabian Peninsula to North Africa along the established overland and sea trade routes. From North Africa and the Middle East to Europe through mostly Italian City State trade routes aboard their ships and caravans. From Italy it eventually spread through out all of Europe and then to England. Russia and the Balkan States got it along their river and overland trade routes into what is today Mongolia and Northern China. Had little or nothing to do with climate or mutation; the plague was always there as a disease of rodents and other small mammals. When the Mongol expansion started and the trade routes opened up to a new and immunologically naive population; the rats and people carried the fleas and the fleas carried the plague bacillus, that equaled EPIDEMIC.
