People keep claiming the small town departments are more self controlled. Really? Sounds more like a recipe for a few friends who like lording over their neighbors.
Remember that the first person on scene to investigate a potential crime or abuse of position is...his buddies.

I think they turned the Boston manhunt into one giant fishing expedition. Your picture and that a lot of people got guns pointed at them, when clearly they weren’t the suspect.

From the article, it seems the unfortunate Mr Nadwornik was not peeing in just any old dark corner of a parking lot, he was peeing in the dark corner of a parking lot that was private property that he happened to own personally.
