Not sure...
Russia is claiming, and it seemed that all but the US and Britain agreed, that there is already a humanitarian and refugee crisis in Ukraine.
Russia may be laying the groundwork for a Humanitarian intervention justification, should Kiev launch a full-scale attack on Donetsk, as seems imminent.
Of course, that is what I thought just before the Battle of Lugansk, too.
