Warsi grew up in a working-class family in West Yorkshire, a daughter of Pakistani immigrants. She was the first female Muslim to sit at the cabinet table. In 2004 she gave up her job as a solicitor to run unsuccessfully for Parliament. She was given a life peerage in 2007, and she served as Shadow Minister for Community Cohesion and Social Action. She came into further prominence when, at her first meeting in Downing Street, she wore a traditional South Asian shalwar kameez.
