She then threw a hissy when folks “reserved” spaces near their domiciles. It was Jayne who told Streets&San to simply ignore the “markers”
Jayne was a tyranical b*tch in addressing such emergencies because she was purely REACTIVE. She was never really seen as a friend of the citizen after that.
She learned well from Bilandic’s mistake. I first moved to the Chicago area in 1981, also a bad winter for snow. After one storm, streets in Evanston were a mess. But cross the city line into Chicago, and they were wide open everywhere.
