Amid so much negativity in our society, seeing something improving is a welcome news.

The most telling statement in the article:
The researchers said HIV diagnosis continues to increase among men who have sex with other men - especially young men age 13 to 24. HIV increased 132.5 percent among younger men.
But hey, it’s just another lifestyle, boyz

If men would stop putting their penises into other men’s rectums, I think we would see a further reduction in the transmission of AIDS.

That’ll change when homos become blood donors.

Lies, damned lies, and statistics.
HIV is increasing, both statistically and numerically, in the core population - homosexual males.

Sorry, but the stat is often misleading. This stat is the rate of diagnosis, i.e. rate of new cases.
Suppose a virus spread into a population as follows:
Year 1: 5% of total population infected
Year 2: 10% - 100% increase
Year 3: 20% - 100% increase
Year 4: 30% - 50% increase
Year 5: 40% - 33% increase
You should notice that as the same number of the total population continues to be infected, the rate of increase is declining.
I don't know if that's what's happening here, but beware of someone who leads with the stat that the "rate of increase" is slowing since the spread of disease continues - and THAT is the thing to watch.

According to the Journal of the American Medical Association and
WebMD, the rate of HIV has gone down from 2002 to 2011 for every group except . . . gay and bisexual males.
Drug addicts? Down 70%.
A random group of 500,000? Down by 33%.
Women? Down approximately 50%
Males? Down more than 25%
Blacks? Down 37%
Hispanics? Down 42%
Male/female transmission? Down 33%
Male homosexuals and bisexuals? UP 133%.

“A March 2013 study also show HIV infected individuals who are treated optimally are at no higher risk of dying than the general population. “
Thus allowing new generations of potent viral loads to evolve.
