That was my point. Data unused is worthless, therefore the only way for any government agency to prove the value of gathering the data is to PLAN to use the data.

Imagine how quick that is for the NG members. Remember, they are likely gainfully employed in normal civilian jobs and will have to apply for leaves of absence, time off, etc. Plus they will need to plan accordingly for their household operations, like bill paying, etc.....
