Gov. Rick Perry to deploy 1,000 National Guard troops to RGV

Texas Gov. Rick Perry plans to announce he will activate the Texas National Guard at a news conference Monday in Austin, said state Sen. Juan “Chuy” Hinojosa, D-McAllen.

Hinojosa did not have details of the effort, but an internal memo from another state official’s office said the governor planned to call about 1,000 Texas National Guard troops to the Rio Grande Valley — at a cost of about $12 million per month.

The memo was provided to The Monitor on the condition of anonymity because the information is not yet public.

Troops are expected to enter the area gradually, building up to 1,000 after about a month, the memo said.

The troops will join the Texas Department of Public Safety in its recent surge to combat human smuggling and drug trafficking amid the influx of mostly Central Americans illegally crossing the Rio Grande. Perry, Lt. Gov. David Dewhurst, and Texas House Speaker Joe Straus announced the $1.3 million per week effort last month.

State leaders approved funding for extra DPS troopers to fill in gaps in Border Patrol coverage in the Valley as the federal authorities were overwhelmed with an influx of children and families from Central America. The state officials feared Mexican drug cartels might exploit the situation to move their own drugs and human contraband while Border Patrol attention was turned elsewhere.

Hinojosa said Perry's move smacked of political gamesmanship.

“All these politicians coming down to border, they don't care about solving the problem, they just want to make a political point,” he said.

State officials denied the move amounted to a militarization of the border.

“This is not a militarization of the border,” the memo states. “The DPS and the National Guard are working to keep any drug and human trafficking south of (U.S. Highway) 83 and with the goal of keeping any smuggling from entering major highways to transport East/West/and North.”

DPS officials want to send National Guard troops into western areas of the Valley and the ranch lands further north, according to the memo.

“Smuggling has supposedly according to DPS moved West on the border with an increase in Jim Hogg County," the memo states. "DPS especially wants to apply the Guard in the rural areas to patrol.”

The National Guard deployment — added to the DPS surge — will bring the price tag of troopers on the border to about $5 million per week, the memo said. And the funding source for the effort remains unclear.

“It is not clear where the money will come from in the budget,” the memo states, adding that Perry's office has said the money will come from “non critical” areas, such as health care or transportation.

Hinojosa said the National Guard was not equipped to aid immigrants crossing the Rio Grande.

“They (cartels) are taking advantage of the situation,” he said. “But our local law enforcement from the sheriff’s offices of the different counties to the different police departments are taking care of the situation. This is a civil matter, not a military matter. What we need is more resources to hire more deputies, hire more Border Patrol.

“These are young people, just families coming across. They're not armed. They're not carrying weapons.”

You did answer my question on the question of treason. I wrongly assumed you were speaking of the US Constitution. Still to make such charge toward a US employee may first require secession (which may indeed become a necessity).

I was checking and rechecking and couldn't understand what I was saying wrong.
Sorry I wasn't clear about my post. I've been doing tons of research while also
working. Taking a break will help. I also misspoke about the Governor's role which
was pointed out to me just a few posts back.

The first authority of invasion comes under the Federal government, but since the POTUS
claims it's not an invasion the authority or protection goes to the state. States have
the higher right over any law or executive order that the POTUS or Congress passes or signs
if it in any way goes against the Supreme power of the Constitution. Always in every case
any unconstitutional law or executive order is null and void.

In this case the Oath of office is being ignored and Obama has failed in his
duty to perform his duty by the Oath he swore. Congress "not the Governor" has a
duty to bypass the POTUS and act to protect our borders. When Congress or "House" also
fails in it's duties then the last defense is the State and it's elected leaders.

Both houses of Congress have failed in their duty right along with the POTUS.
We are at a pinnacle of power where confusion has set in. Nobody ever dreamed that
the powers given to the states would need to be enacted and I doubt that one single
elected state representative even dreamed they would be in this situation.
This inaction historically might be known as "The great Pause" if they do not
act quickly and our leaders get their bearings ironed out.

Perry has been the only one determined to act, even though slightly and hesitant.

My take on Perry is that he was not sure what he could actually do under the US Constitution and may have finally just taken the reins, damn the consequences. He may have also been trying to pressure nobama to do the National Guard thing because of cost (improper cost to Texas) and finally had to move on his own.

Do you think this could lead to some territorial pissin contest with nobama and Holder? I suspect not, nobama will be off to some other issue like EO for the fags.

Seems to me a special “RED” group could go south of the border, blow a few railway lines and roads to kingdom come - that atleast would slow down the influx of illegals - ON THEIR SIDE!

If Perry can stop them at the River, Mexico will cut the illegal’s travel because they don’t want them either and its unlikely the coyotes will give free return trips back to Central America.

Actually this “chillrin” thing was a sham by nobama and the MSM. 90% of them looked more like the guys you see hanging out at Home Depot ready to mow your yard or pour concrete.

What is actually happening gives Perry the authority to bypass both the House and POTUS.
I hope he's talking to Constitutional scholars on what to do, and like I said
previously, I doubt any elected official thought they would be in this position.

Perry may be going through the consulting phase to see what his options are.
Sending 1k troops would be testing the waters. Sending 20k NG troops would be
demonstrating his US Constitutional authority brought on by the inactions of the Federal.

Bottom line is that in this narrow spectrum concerning the border whatever action
is taken cannot be construed as a challenge to the US Constitution since it's
the Supreme power of the US Constitution that gives it to him, (Governor).

The Framers set up lines of defense to protect other states from being invaded
with people they didn't want. Aka, bringing in the Kings men to overthrow
the current elected Government and by using it's own laws, destroying the country
one state at a time. Those possibilities would allow the Kings men to
register in every state and elect their own in each state. There stands the
immigration authority which is ONLY granted to the Congress and Senate and only
by a majority vote. One man, "Obama" cannot alone bring in the kings men to
give itself King authority over both Houses, Period.
