99% of Chicago’s problems could be solved with one simple societal change: Women, require men to marry you before getting sex.

Simpler: "Women, if you have a child out of wedlock, then you will get zero money from government. Get married to a man with a decent job, go to work yourself, or starve. Those are your choices."

which I would definitely keep in there.

Of course, the pastors would be a lot more diligent about the use of their charity resources,

and just might require some behavioral/spending changes on the party of the petitioner.
