This happy gang of exploiting criminals have had a great scam going for a number of years, now, from all appearances. Mind you, they have been playing with the bottomless public purse, plus it sounds like they set their own salaries and bonuses..

THAT is the reason the great plan was aborted before the $50 million gravy train could actually be implemented.
