Irrelevant. The Congress sets the budget and the President signs the budget. From that point forward, the House of Representatives writes the checks (appropriates funds) for the items in the budget.
This vote was to withhold funds (not appropriate then/not write the check) which does not require approval by the Senate or President.
So let the Democrats WHINE that the IRS isn't fully funded. BOO FUCKING HOO!!@!!!

The House has to refuse to budge.
If the Senate fights them, then the entire IRS affair hits the news. Democrats get to decide between defunding or the people finally learning what’s been happening.
And the people are NOT going to complain about the enforcement arm of the IRS being cut. For my part, there’s not a lot of love lost for the IRS.
The House voted to start the funding and does initiate funding. The House passed the funding to begin with. Both houses and the President agree to cut funding, when that happens (rarely). The House is play acting before an election.
I think you’re conflating two jokes:

Pre-election season is so much fun. A nice next step would be a few billion out of the NSA budget, the part that compiles data about US citizens.
