A high school education was more the norm back then. Undoubtedly when he was referring to her qualifications he was referring to her on-the-job experience.
It is quite likely that less qualified men were promoted over her back then, since that was the norm at the time as well.
I don’t believe he is diminishing her accomplishments here, he is saying she merited a higher position than she received.

That is true. Back in my headhunting days we used to call them Vice-presidents of the left hand side of the building.
