Seems to me that when the enemy is desperate for a cease fire, that's the point where you increase your attacks until they are ready to agree to an unconditional surrender.

Hamas can stop shooting anytime. Even a unilateral cease-fire immediately cuts the violence.

Classic tactic discussed in the Koran, to surrender and retreat to resupply and regroup is an honorable thing. At least that is what the Koran says.
