If I am not mistaken, hollow points are not allowed per Geneva Convention. Which makes the gov’s purchase of billions of hp rounds more interesting.

Your are correct when you say the Geneva Convention does not allow HP rounds. This restriction applies only to military services and combat. Government agencies like Treasury, FBI, Homeland Security are not restricted by the Geneva Convention, so they are free to HP bullets to their hearts content.
