Well if that happens, and your ‘true conservative’ party comes to power and draws districts like you want them drawn, “fair” (which to you I guess means “not shaped like a snake”, arbitrary) the democrats will probably win the majority.
Actually, there is a clear dfinition of “fair” - according to the law.
