Reyna Montoya is one of nearly 19,000 young immigrants in Arizona who have been allowed to stay in the U.S. under the Obama administration's deferred action policy, but the benefits of the program in the state have been limited.
As Montoya applies for teaching jobs, she considers herself competitively disadvantaged because Arizona hasn't allowed her to get a driver's license as the federal policy allows.
She was among those cheering a decision by a federal appeals court that on Monday ruled the state cannot deny driver's licenses to immigrants in the program. The three-judge panel of the 9th Circuit Court of Appeals suggested the policy was intended to express hostility toward the young immigrants, in part because of the deferred action policy.
"We are celebrating now, but we are going to have to continue to organize," Montoya said, noting that it's not the only example of difficulties she and others face.
Montoya said her counterparts in Arizona often struggle to pay for college, because the state requires those receiving deferred action assistance to pay out-of-state tuition, which is more expensive.

According to them, the Constitution not only permits rewarding unlawful behavior, it actually requires that the government reward unlawful behavior.

It’s not a law, it was a “decree”. She doesn’t have to enforce it.
Hell 0bama picks and chooses what to enforce - what makes him think we won’t do the same?
E-verify isn't a factor? Or does it only apply to the private sector?
Isn't that a dictatorship with a Judicial system to protect its decisions? It sure isn't a democracy or a republic.
I know that Rush sang 'if you decide not to choose you still have made a choice' but like most so-called policies of the Obama administration this 'deferred action' is simply inaction.
It should have a stamp across the face of it that says “illegal” or “Dreamer”
Let's all try that one next April 15th and refuse to file. When we are hauled in front of a judge, we ought to cite THAT, and plead that WE don't have to obey the laws EITHER!!

Driving is a privilege extended by the states, not the federal government. IMO, just tell the court to pound salt. Make Holdout file for enforcement and battle the matter to the SC.

There was a time when there would be outrage in this country over this judges order.....
but they got away with making a new right to same sex marriage forcing it on states....

The 9th circus is full of crap!
First off, Owebama’s illegal ‘executive action’ carries no weight beyond depts of federal government that he has direct control over. It isn’t a law created by congress.
The Feds have no power to force a state to do anything, much less issue drivers licenses.
If I was Brewer I would tell the 9th circus to issue the illegals a federal drivers license, or go pound sand.
