After he's out of office he can't use the money on himself, so he'll do the next best thing, use it for power.
He's allowed to disburse the money to charity or for donations to declared candidates in upcoming elections. This will give him monetary power useful to his future plans.
He stated he would remain living in DC after his term is up......so who knows what nefarious and evil business he would be up to.
My guess is he will be some kind of front man in a powerful DC lobbying group. However, he doesn't like to work that hard, so maybe he's eying a big-time appointment in future Democrat administrations (SCOTUS, UN, whatever).
He's a slippery, cunning manipulator and con artist who will remain as close to the seats of the rich and powerful as he can, maneuvering to reclaim and insure a permanent seat for himself.
