Yes, but if we terminated the parental rights, the parents would not receive citizenship and many of the parents would take their kids home rather than give them up to the government.
There was an article on Facebook about an Ohio man who was arrested for child endangerment because he sent his 12 year old to Sunday school on a church bus and the kid went to a dollar store with his friends instead. The police handcuffed him and took him to jail.
