He's busy doing symbolic gestures that accomplish nothing of real value or substance in this situation so he can pretend to be strong on border issues.

Indeed. What I don't understand is why the leaders of these border states are acting so outraged that 0bama isn't concerned about the border crisis. They know he's a do-nothing who's hell-bent on destroying America;they need to exercise their Constitutional authority,or get the hell out of the way and let the good people of the border states take care of the problem through organized militias.
