We need to change congressional election laws so that each person can vote for all members of congress except for their own.

I sympathize with what you're saying. But that would take a rewrite of the Constitution, not to mention the absolute chaos and expense of having everybody voting for 435 individual congressional races. No thanks. Things are bad enough.
