No reason to redact anything - just have the examiners sign a non-disclosure agreement regarding the personal information of the registry.

They can then just disclose counts, and if the counts are challenged, the onus should be on the challenger.

If the registry is electronic it would take less than a minute to run a report with the SSN redacted. Anyone know the what the format of the registry is?
