Is he governing under the influence (GUI)? This is more serious than DUI, since it affects a whole nation, and even the world?

The POTUS has not been engaged in policy or leadership since day one so what has changed? A fluttering eye, a grimaced jaw, all Obama trademarks. Maybe his true level of incompetence is slowly seething out of his brain and we are seeing the physical symptoms of total ineptitude?
