I could not agree more, but Bush had difficult realities to fancy-foot around. One is that Turkey is a member of NATO. Another is we have permanent bases there. Still another issue was not further enflaming all the other stuff going on to which Turkey is a party. I think he did what he could. Also, he left significant forces at sea off Turkey and probably got the word through the intel circles that Turkey was trying to get Saddam to shift his northern forces to Kuwait. The Turks probably helped in that, as they had no love for Saddam.
Turkey is trying to re-vamp the Ottoman empire. They are not friends of the other Arabs in the neighborhood and still may play a significant role in Iraq and Syria.
We do cooperate intel-wise with Turkey. Though at this point I wouldn’t share much sensitive stuff with them after what they did to Israel. (Wiped out Israel’s in-place Iranian team by telling the Iranians who they were. Israel and Turkey used to be close when Turkey was secular. The Israelis were meeting their team members in Turkey.)
If only he’d had known that a great big ZerØ would follow him. His promiss might have been kept.

Ha! American oil producers would NEVER agree with that decision.
You have the welfare of America in mind, they have their own welfare (stockholders) in mind.
Stocks have to go up, up, up! And you can’t do that without exports.

The Communist group is the PKK, or KGK, depending on what translation you use, they operate on the Turkish/Iraqi Border, launching attacks into Turkey. The major Iraqi Kurdish groups are the KDP (Kurdish Democratic Party) and the PUK (Patriotic Union of Kurdistan) They are the dominant Kurdish political factions controlling Northern Iraq.
The Iraqi Kurdish Government has allowed for several years limited Turkish incursions into their territory for the Turks to target the PKK, as neither side particularly likes them.

Time for a non-interventionist policy: not because we oppose interventionism, but because the people cannot be trusted to vote in a POTUS who will follow thru on predecessor’s interventions. Better nobody expect such involvement, than to rely on it only to have an Obama abandon them.

“The state of Iraq as we know it is gone, and it’s not going to be reconstituted,” he told “The Steve Malzberg Show.”
“We’ve got three successor states there now,” Hayden, a retired four star Air Force general added. “As much as we might look for opportunities to keep Iraq together, we need to be prepared for the reality that it’s not going to stay together.
“We should snuggle up comfortable with the Kurds in Kurdistan, who have always been pro-American and actually have a functioning society and state right now.
We should give help to the Maliki government, sufficient to settle the current conflict so it just doesn’t turn into a humanitarian disaster,” Hayden said.
“For example, there’s fighting around Beiji right now, the oil refinery north of Baghdad. Baghdad needs that for that part of the country to survive, and so we’ve got to settle the lines of this conflict in a way that Nouri al-Maliki’s surviving state, which I’ll call Shiastan, has Beiji within it.
“Then we’ve got Sunnistan, and that’s the state under the control of ISIS right now, and frankly, we’ve got to treat that as if it were a safe haven for terrorists and begin to think about it the way we had thought about Waziristan for the last decade-plus. That’s a tough message, and I’m afraid that’s where we are.
Hayden said “Sunnistan” consists of western Iraq and eastern Syria. “There is no border now,” he said.
Our Sunni Potus must be very happy.
