Duh, the national guard is under the command of the President, not the governors when it comes to anything like repealing an invading force.
Wouldn't it be nice if fools, like you, read the US Constitution before putting pen to paper and making themselves known to be fools?
Read Article four section four. And then read Article nine and ten of the Bill of Rights.
No wonder the country is in such serious trouble.
