When a hard drive is ‘erased’ they dol not removed the entire file, they only set a bit in the file that says it is an erased file. All the data is still there.
Reset that bit, and the file is back.
If your drive crashes, the magnetic bits of data can still be read using special machines. Data Recovery businesses make a living doing this.
In order to permanently erase something you have to PHYSICALLY FORCE the computer to write over those sectors - sometimes many times because old data may still be recovered if it is only written-over once.
Imagine writing on a pad of paper- if you tear off that top sheet, you may still see the impression on the next page, so the data might be recovered. It is similar to think of it like that.

This is one of my pet peeves. Unless you specifically ‘save’ an email to your hard drive, NONE of your emails are ‘kept’ on it. Your emails are on large SERVERS.
An individual’s emails are stored on the servers of whatever EMAIL program you use.
An outfit like the IRS has it’s own EMAIL servers where the files are stored.
The “I lost my email because my hard drive failed” is a complete lie. A lie that is probably being kept alive by the ignorance of the media.
