I think it's a little more complicated than that, as one astute Freeper pointed out.

The ISIL is a Sunni militia that began taking over Sunni-dominated cities in Iraq. The Iraqi police and military personnel in those areas capitulated as much out of a sense of loyalty as anything else. We can all be pretty sure that the Shi'ites in the Baghdad area won't be surrendering like that -- and it looks like they may have Iranian military support behind them, too.

If this is true, the cowardice and incompetence of the Iraqi military and individual soldier knows no bounds.
