The way this reads to me, it has nothing to do with jaywalking.
You have a crosswalk that is not at a light. You have a pedestrian waiting at that crosswalk for traffic to pause and let him cross the street.
Motorists tended to stop more for white pedestrians.
Maybe they should stop crossing the road after dark while wearing dark clothing. Listen, people, if you’re going to do that it would be a good idea to at least flash a smile.

A couple of flat pedestrians with no recompense would stop this quickly.
I think the truth is a little more obvious. If you imagine the driver of a vehicle, of whatever race; if a white man walks in front of their car, they are indifferent; but if a black man walks in front of their car, they are on edge in case the black man lashes out at their car or them.
There are mitigating factors as well. If the black man is well dressed, they are seen as almost a negligible threat, and if the white man is down-dressed to look poor, and maybe sporting tattoos, drivers will be far more attentive.
This is the problem with the stated “neutral dress”, because it is indeterminate of prosperity and thus character. From there the fall back is that the public believes that large numbers of black men are troublesome and often unemployed, so are a higher risk than are white men.
I will weep when the blacks stop the mobbing and knockout games.
I personally have a bit more trouble seeing black than white when I am driving and that includes pedestrians or cars.
The few times I make a bad error while driving is because I don’t see a black or dark grey car.
Did they note the race/color of the auto drivers?

We already knew that the races had different rates of pedestrian deaths, and anyone who has spent much time in black neighborhoods shouldn’t be surprised.
Blacks are unlike anything that most whites have seen in regards to the behavior they display on city streets while on foot, traffic rules, traffic, situational awareness, adhering to some kind of order and haste in crossing streets, Blacks largely seem unaware of such things, their indifference and carelessness, and rudeness and habit of deliberately moving slow and languidly in front of cars as though asserting in your face arrogance is amazing, and national.
No sorry. I stopped at a very clearly marked crosswalk outside DC with my granddaughter in the stroller. Two lanes stopped but five cars in a row blew through the left lane. If I had stepped out thinking those cars would stop, we would have been hit.
It isn’t race or gender or socioeconomic class. It is cells phones and distracted drivers who are not paying attention causing accidents.
Sorry but I gotta call bullshit on this. Far too little detail given. Where were these men at in the cross walk when cars stopped and when cars did not stop? And to what percentages? As a former LEO who stood in a street to direct traffic I can assure that even being “blue” and wearing a pistol dos not insure the drivers will stop. Too many drivers are in a world of their own when behind the wheel.
How many were wearing dark HOODIES at night??
Could it be that the person who is black is harder to spot against the black asphalt? Solution: paint all streets white......
