It is outlawed in NYC; feral gibsmedats were using it during muggings decades ago, and it has been banned ever since.

Unless someone is under the influence, it is difficult to shrug off; initially it is almost impossible to keep your eyes open.
I’ve seen reports that some students were also involved in disabling the perp. Possibly ROTC engineers.
Even if true, I doubt it would get much publicity.
It's already banned in some places, and it was probably against the rules for him to have it on campus.
So, we have another mass shooter, who is not to blame because he has a history of being treated for mental illness after being arrested for being severely intoxicated.
I would like to ask what the father does for a living that he has succeeded in getting his son’s arrest for intoxication dismissed as mental illness. Note that the article doesn’t mention what caused the intoxication.
