I recall some pretty aggressive negotiation Reagan held with Muammar Qaddafi; his offer blew the guy's house sky-high and Qaddafi responded by slinking away with his tail between his legs.
An often repeated allegation is that Reagan negotiated for the release of the American hostages in Iran; my memory of the event is that the hostages were released as Reagan took the oath of office. It's as if his mere presence caused the Ayatollah to decide it wasn't worth the risk to find out whether Iran would continue to exist.
