Agreed. This was negotiating with terrorists not a POW swap. The Taliban is not a nation state, they have no territorial claim that is recognized by the world and they have no uniforms they are simply an indigent terrorist organization of Pakistan and Afghanistan.
Carney actually compared the Taliban to Japan, Germany and North Korea. Of course, Blitzer didn’t call him on it.
