If health insurance is done by the states and isn’t mandatory, I could see having an exchange where residents could compare what policies are available.
And, what if they even let you shop across state lines...for better deals/pricing?

That would be up to the states to decide. The important parts are (1) it's not mandatory and (2)it's run by the states
