PR ‘expense’ has never been an issue for Obama...his primary concern is promoting and protecting himself and his Presidency from any further harm regardless of cost.... (Which is why he's been leading from behind all along.), Also why he won't commit to any of the International Conflicts “directly”. I'd go so far as saying he's obsessed about this, especially during this term.....Because he is in that mode he cannot think strategically or decisively about anything regarding our country... and why he's all over the map without purpose regarding Foreign Policy. Obama did tell the troops ......Im here on a single mission, and that is to thank you for your extraordinary service, .....
Remember Bush saw the troops 'in the heat of the Iraq War'....Obama waits until our troops are basically gone and then goes to see the few remaining for the PR affect IMO. But Karsi wouldn't meet with him at the Base as Obama asked, and Obama refused to go to the Palace as Karsi asked...besides they hate each other.

Starting with the sleazy prosecutor, Patric Fitzgerald, who knew all along it was Richard Armitage. Armitage’s scalp wasn’t close enough to Bush’s, though. He wanted a scalp from Bush’s inner circle. Political prosecution at its most despicable.
Maybe this was part of the payoff to the Taliban for the release of Bergdahl a few days later on the 31st.
