Parts of Ocean Boulevard were shut down while police investigated the shootings. This is all that you can expect the police to do. They were investigating the first shooting when the second shooting occurred nearby. The police do not prevent shootings, they investigate them and attempt to find those responsible. That's what they are organized, equipped, and trained to do, don't expect them to do much more.
