Attendance will be at record lows if it is held in Qatar. Much too hot and no alcohol.

Blatter can’t change it because the bribes have already been paid. The new guy can change it and Qatar can’t complain because of the bribes paid to others.

Foreign visitors to Qatar can drink alcohol. Not sure what their plan is for World Cup, but I doubt it is completely dry. Surely not wet enough for a football hooligan, but not dry.

Certain upscale hotels have bars for foreigners.
