OK, mind races, but here is a scenario for which I admittedly have no direct evidence, dad (father of 4 year old) and loony tune are are a “couple” and loony tune is jealous of the way 4 year has daddy wrapped around her little finger.
I deal with this day in and day out, the new romantic partner is jealous of the same sex child. I tell these morons that the child comes first, the child was there first, you knew he/she had children when you got into this, if you can’t handle it, find someone with no children, they will never put you first, it is not cool to compete with a child.

Loony tune is just one of the local homeless. There may be no more connection to the attacked girl and her father than they were in the same place at the same time as loony tune when loony tune’s fuse burned down to the main charge.
I think the fact that she lived in a “homeless encampment” probably has more to do with it. And she had been “contacted by the police before” for something they refused to discuss.
