Why does the Department of Agriculture need submachine guns?

Those federal bureaucrats who can’t be fired want to be able to defend themselves from angry taxpayers.  Or something.  AWR Hawkins reports for Breitbart:

A May 7th solicitation by the U.S. Department of Agriculture seeks "the commercial acquisition of submachine guns [in] .40 Cal. S&W."

According to the solicitation, the Dept. of Agriculture wants the guns to have an "ambidextrous safety, semiautomatic or 2 round [bursts] trigger group, Tritium night sights front and rear, rails for attachment of flashlight (front under fore group) and scope (top rear), stock collapsible or folding," and a "30 rd. capacity" magazine.

They also want the submachine guns to have a "sling," be "lightweight," and have an "oversized trigger guard for gloved operation." 

But of course those feds have our best interests at heart, so there's nothing to worry about. And those efforts to disarm us are for our own benefit.

Forestry. But I would recommend 12 gauge slug or 45/70 for bear protection.

USDA needs sub-machine guns cuz sorgum can get pretty uppity ya know. Flax has been known to infiltrate liberal neighborhoods and carrots have gone underground and are planning a come back this fall.

Anyone who wins this contract needs to be boycotted.

The requirement for it to be chambered in .40 caliber limits the choices.

Odds are the contract will go to Europe.

Something like the German built Heckler & Koch UMP40 or MP5/40 is most likely.

It is almost like the specs were written to fit the H&K.

DOA (interesting acronym) enforces the food stamp program. As such, activities in our safe inner cities may require some additional firepower. I sense use of MLRS's are unfortunately out?

USPO, not a federal agency, but they have an internal policing organization to protect the mail from their own employees, I believe they are armed.

SMGs are great for urban warfare, especially in suppressing fire at windows, doors, etc. They are even more effective when they are used as the support element, while a maneuver/assault element closes in with shotguns and large caliber pistols for CQB. Again, why do they need SMGs?

Er, no, ARs in pistol calibers including 40 SW are available. I would bet that the intent is such a weapon-the ubiquitous A3/M4 AR pistol caliber carbine meets all of these requirements. Look at the Rock River 40.

All said, DOA needs a swat team? I need to re-read the DOI once again.

Actually, a FReeper sent me this mail by way of explanation:

A big part is because they run the US Forest Service, and many clandestine meth labs and illegal alien smuggling operations are set up in National Forests. People would be surprised at how many investigations and special operations are conducted each year by the USDA.

Sadly, the USDA has largely morphed into a welfare agency lately, with most of its budget going to “foodstamps”. But even other than that, it has a broad mission beyond ears of corn.
