Brazilian police reportedly have a warning for those visiting for the World Cup this summer: If you are robbed, don’t scream.
The instruction comes in a pamphlet advising visitors on how to stay safe that will be distributed by Brazilian embassies and consulates, according to a report. “Do not react, scream or argue,” the brochure says.
The advice is meant to keep tourists from provoking robbers into further violence once a robbery is underway, as robberies that end in murder are becoming increasingly common.
It is also recommended that visitors avoid showing off valuable objects, be careful at night, avoid travelling alone and make sure they are not being followed.

Saying stuff like that certainly isn’t concealing their crime problem. It’s not only admitting it, but blatantly advertising that they are unwilling to do anything about it.
Well, after all, the robbers are just carrying out a little “income redistribution.” Brazil is a “poor” country and all those evil rich Americans and Europeans deserve to have their money taken. So when they steal your money don’t protest. Don’t fight back. You deserve it you evil capitalist.

Typical tyranny: If you are attacked by robbers, you have no right to carry a gun to defend yourself. And whatever you do, do not scream, cry or whimper when attacked because this will just remind the robber how pitiful and unworthy of life you actually are.
No, what they should do is send out fliers and advertise that the Brazilian government has hired 1,000 American Special Forces soldiers to dress as tourists and mingle with the crowd.
They will be fully armed and authorized to use deadly force as they see fit on thieves, pick-pockets, robbers, thugs, and criminals of all kinds.
They will have no power or desire, to arrest, they will just shoot you.
If you are shot by one of them, please don’t scream or cry out, it just makes them angry.
That would be a great logo — for some sport, where you’re actually allowed to touch the ball with your hands.

Good point; telling tourists not to scream if they get mugged is giving them a good indication that somebody will mug them...
Can they give the same instructions to the players when they are bumped by an opponent? Flopping only makes them angry and they'll kick you until you really have something to cry about.
