It was not Romney, it was Edmund Muskie. And he did not just “shed some tears”. He broke down and stated weeping uncontrollably at a public event because he was criticized in a newspaper article.

Muskie cried because the press was outing his wife for her alcoholism issues in a time where something like that was private and embarrassing.
