Here’s the problem. If the IRS did stupid things, like editing, some of the recipients might have kept paper copies. I know if I got an email that seemed to be asking me about something illegal or unethical I printed it and kept a copy. It is now normal corporate procedure to permanently erase emails after x days. I’m shocked they kept them.
They'll turn over everything they can find, whether it exists or not.

This is why federal officials were using email accounts for fake employees and personal email accounts for sensitive and controversial stuff. They can turn over her official emails, but it won’t include the direct orders to go after conservatives that came from her yahoo account or the account in the name of a fake intern.
