Wearing a U.S. flag or portion thereof as a garment is actually a violation of the Flag Code, Section 8(j). When Abbie Hoffman wore a shirt made of the flag, it caused a tremendous outrage. How things have changed.

The students wore US flags on a garment, not as a garment.
