I suggest this be presented as what it is: the government wasting OUR money.
We paid for that ammo, and as long as it’s legal for a civilian to own, it should be distributed for next to nothing. The surplus stores should be able to make a nominal profit.
Even if it’s so old it’s not reliable, it can be reduced to components for reloading.
