As with many federal accounts, the Highway Trust Fund is running on empty. Refilled with the 18.4-cent per gallon gas tax and disbursed by politicians and bureaucrats in Washington, the federal highway fund faces a $63 billion shortfall through 2018. Texas gets $2-3 billion per year from the fund which goes towards the roughly $7 billion in yearly Texas Department of Transportation expenditures.
A shortage of funds tends to concentrate the mind—which is why the White House just proposed lifting an old federal restriction against tolling on 46,000 miles of interstate roads. This would allow states to collect tolls on federal interstates for the purpose of funding repairs and expansion.

More union control, more union dues, more union contributions to ‘Rats.
If you are burning too much gas, deemed by the government monitors, you will be taxed more. If you are using the roads too much, well the toll booths will tax you in increments, such as the first 5 monthly toll passes are free, the next 5 are $1, and the next 5 are $100 per pass.
Your home is being heated more than at 67 degrees in the winter. Yep, that's causing global warming. The government will remotely turn your thermostat down or they will surcharge tax you about X therm units per month of gas or electricity.

The fascist minds creating these 'projects' have as their goal the complete removal of sovereign freedom of We The People, to be under the womb to tomb dictatorship of the elites. Trillions have been siphoned off from tax coffers for non-law based 'projects' (like black weaponry projects and massive missuse of social security funds).
God only knows what these latest projects must be that the entire Interstate highway system must be metered to fund them! The banking elites know, you can bet your behind, they know and have planned the entire process which the criminal enterprise of little bastard barry will try to institute.
