After the Cover Oregon board of directors decided to scrap the troubled health exchange and transfer to the federal governments site, a colleague asked me if the whole sorry saga was over. Far from it, I said. A host of questions remain that could take months to resolve. Here are a few that come to mind:

The big one: Does this mean Oregon can’t legally give subsidies for parasites on ObamaCare, since they will not have a state exchange?
