Known criminals can escape punishment if the prosecution can't find evidence--the "no snitching" mantra probably means that black criminals have a greater likelihood of "getting away with it" than white criminals, so they may be underrepresented in prisons in proportion to their percentage of the perpetrators.

But most of their victims are people of their own race, so Holder is seeking to increase the likelihood that law-abiding black citizens will be victims of a crime committed by a black person who would be locked up if not for the political pressure being applied.

Why is the federal Department of Justice entitled to second-guess the work of local law enforcement?
