Whatever is actually going on here, we aren’t being told the truth by this administration—of that you can be sure. I would guess that this is a trick to hide the transfer of all this ammo to either non-military federal agencies, or to Obama’s Al Quaida pals in Syria or elsewhere.
this is just their way to sneak it to an underground paramilitary group controlled directly by obama - remember his national army? Well, he has to get them bullets asap and perhaps this is a way to do it?
Maybe not waste but definitely fraud and abuse. Who's to say the "waste" isn't really being sent to our enemies?

This is not a mistake. There are many in the government’s many branches that believe that the only way to achieve gun control is to make ammo scarce. If the military destroys “excess” ammo, even at the expense of its operational stockpile, that only enhances the effect when they buy more later, making ammo for us that much more scarce.
These people know exactly what they’re doing.

I agree 100%. The fact is though, there’s no way the POSTUS would allow military surplus ammo and/or components to be sold to US reloaders/firearms enthusiasts because, as I said, from his perspective, that would be providing aid to the enemy. And that’s not even a little bit of an overstatement AFAIC.
