A sheriff's deputy in Knox County, Tennessee has been fired after he was caught on camera allegedly choking a university student Saturday night.

Frank Phillips, 47, was been found 'unsuitable for continued employment,' according to a termination notice posted Sunday night on the Knox County Sheriff's Office's website.

'In my 34 years of law enforcement experience, excessive force has never been tolerated. After an investigation by the Office of Professional Standards, I believe excessive force was used in this incident,' Sheriff Jimmy 'J.J.' Jones said.

'Therefore, Officer Phillips' employment with the Knox County Sheriff's Office is terminated immediately.'

Jones added that the investigation will now be turned over to the Knox County Attorney General's Office to determine any further action.

John Messner, a freelance photographer in Knoxville, captured Phillips with both hands around the neck of University of Tennessee student Jarod Dotson in Fort Sanders after a party. The 21-year-old can be seen falling to his knees after the man's grip apparently renders him unconscious.

Phillips has been with the Sheriff's Office since 1992. Dotson, of Powell, is an architecture major at the college.

Authorities say Dotson was publicly intoxicated and drinking from a cup 'that had an odor of an alcoholic beverage' at 23rd Street and Laurel Avenue, when he was arrested.

He was charged with public intoxication and resisting arrest. He was released Sunday morning on a $500 bond, the sheriff's office said.

This technique is practiced thousands of times all across the country in jiu-jitsu and judo classes without incident, and even more so in no-holds barred fighting sports. No restraint technique is perfectly safe, but cutting off air by closing the trachea (e.g. choking) is MUCH more dangerous because of the risk of collapsing/permenantly damaging the trachea. Also, the carotid choke takes less than ten seconds to put someone down, so the risk of over holding the choke resulting in dangerous complications is reduced as well.

As I said, it wasn’t necessary in this case, it was over the top. My only point was that if he were actually choking him (e.g. closing the trachea), it would be much more dangerous.

It isn’t every day you see someone declare that cutting off blood to the brain is safe.

The guy is handcuffed and not resisting, its more than “excessive”.

It’s safe enough to be done in judo/jiu jitsu classes all across the country, and is a dominant technique in no holds barred fighting sports, in which I participated for about a decade when I was younger. I’ve performed/witnessed/experienced hundreds of applications and never seen any complications. Of course, this was with folks who were in shape, and trained, and of course there would be greater risk in the general population. My point was only that this isn’t as dangerous as what it appears to be (trachea choke), which would be extremely risky and dangerous.

Yes, I’ve been taught that and a responsible ‘tacher’ will tell you that its very easy to hurt someone doing it.

Its asinine to think you can cut someones oxygen supply to the brain off without some negative impact. People die from this. It most certainly is just as dangerous as it looks. The cop endangered this kids life for no good reason.

but despite the attempted murder and choking him to death comments, he is using a safe, minimally forceful technique for restraint, despite how it looks to the untrained.

It's not restraint when the person is already in custody, complying with orders. It's against the LAW, it's brutality, it's inhumane and it undercuts ANY respect people have for Authority when some overweight Doughnut Processor with a uniform and a badge takes things into his own hands for the cheap thrill of being in power over the powerless. Idiots like this are the type that are drawn to LEO position and it is a mental disorder. It is clear to me after years of watching the continued increase in cases of abuse of power that the people doing the hiring don't have a clue of the mental make of the type that should be hired. Instead they hire these wanna be Rambo types just looking to go full retard on someone and their dogs.

The fact that they don't even react to the choking makes me think that they regard it as routine and unworthy of notice.

Because you don’t question what another deputy is doing. If he’s choking the kid well obviously it is warranted.

There have been studies on this (DOJ and BJS) which show the use of force is frequently misused and rarely questioned by other cops.

I pretty much figure any cop who shaves his head is a SWAT-wannabee who thinks his job is suppressing the civilians.

I was Air Force, but I spent several years working with the Army, often in the field, and did a tour with the Army in Afghanistan. I spent the rest of my career wearing helmets while flying. If I could keep hair on my head and clean in the field with the Army wearing a helmet 24/7, then there is no reason why a cop needs to shave his head.

Of course, I also think better of folks whose ears are not being swallowed by their fat...
