Goes back to FDR and the German Zeppelin program. FDR denied access to our helium resulting in the use by the Germans of hydrogen which resulted in the explosion of the Graf Zeppelin in the US. That pretty destroyed the airship business for a loooong time. We were, I think, the sole producer of helium in commercial amounts in the world at that time, if memory serves. It may not. Let me know. Went hand in hand with FDR’s denial of scrap metal and oil to Japan. These actions had a lot to do with the start of WWII.

WWII started because Germany and Japan decided that other people had something and they wanted it.
I know it is fashionable to say that if you just give the bullies what they want there will be peace but the problem is that what they really want is everything.
So no, FDR not giving them what they wanted did not start WWII.
