the answer is obvious. the Military swears to uphold the Constitution first. Civil service is more concerned with maintaining their inflated wages and pensions, so they are loyal to the hiring authority first, (the government agency) and the Constitution last.
Maybe they are getting ready for the civil war, or martial law. Whatever it is, they are up to no good.
It’s as if Obama is replacing our military with his kind of military.
