If Ukrainians not born then are responsible for the atrocities their forebears inflicted on Jews at German gunpoint, then Germans are certainly responsible. Collective responsibility is why the Germans have been uncommonly friendly to Israel for 7 decades, and why Germany has an open door policy towards Jewish immigration. I understand why Russophiles would want to sweep Russian complicity in spreading communist genocides around the world under the carpet, given the freshness of these atrocities, but that's no reason to actually do so.
