Not being a bureaucrat, I have no idea what the hell a TED talk is. Have a active imagination and this being Sally Kohn I can only assume, a TED talk is a speech telling friends and cohorts what it was like screwing around with good old TEDdy K. Plus as many times as she mentioned it, I can only assume she is proud of it.
